Position Overview

JPL seeks a Level 3 Subcontracts Manager to manage a diverse portfolio of subcontracts supporting technology demonstrations, research studies, proposal and design work, and software/hardware development. The role requires managing the full subcontract lifecycle, partnering with technical counterparts, and ensuring compliance with NASA and JPL requirements.

The successful candidate will apply strategic thinking to negotiate, award, manage, and close subcontracts while providing exceptional service to internal customers and supporting mission-critical projects.


Key Responsibilities

  • Manage subcontracts from initiation through closeout, including fixed-price, labor hour, and cost-type contracts

  • Conduct market research, draft solicitation documents, and evaluate proposals

  • Develop negotiation strategies and conduct negotiations on delivery, price, technical requirements, and subcontract terms

  • Partner with technical counterparts to manage cost, schedule, and quality of subcontractor performance

  • Issue subcontract modifications and ensure timely closeout

  • Provide guidance and acquisition solutions to internal customers

  • Ensure compliance with NASA JPL policies, the Prime Contract, and Federal Acquisition Regulations (FAR)


Minimum Qualifications

  • Education: Bachelor’s degree in Business Administration or related discipline (Master’s preferred)

  • Experience:

    • Minimum 6 years of relevant experience with a Bachelor’s degree, or 4 years with a Master’s

    • Experience in strategic sourcing, supply chain management, contract management, FAR, or R&D subcontract administration

    • Experience managing pre-solicitation, solicitation, source selection, award, post-award management, and closeout activities in commercial, government, or academic settings


Preferred Qualifications

  • Experience with Oracle Purchasing or similar ERP systems

  • Professional designation in Government Contracts or Purchasing Management

  • Membership in related professional affiliations
