Summary Description
The Columbia Institute for Tele-Information, a research center at the Columbia Business School seeks a researcher for its Digital Financial Services Observatory (DFSO) project. The ideal candidate would have a background in cyber-security, payment systems, and policy work. The successful candidate will work with the institute’s staff and the project’s Principal Researcher and a small team involved in an international research and capacity building project on digital financial services (DFS).


The DFSO’s focus from its inception in 2015 has been on researching, collecting and analyzing laws, regulations, and policies relating to telecommunications, payments systems, banking, consumer protection, anti-money laundering, privacy, Big Data, crypto-currencies, competition, and regulatory remits. It has developed a large database of over 60 countries that captures and summarizes relevant laws, policies, and regulations.


Following the completion of its first phase of the investigation, CITI now looks to investigate threats to the DFS and payments ecosystems, as well as blockchain-based security. Overall, the focus of the cyber-security research will be the development and implementation of an actionable risk management framework (RMF) to guide DFS providers and regulators in detecting, mitigating, and preventing any intrusions as well as developing a cyber-resilience framework. Developing an RMF will include undertaking surveys with industry and regulators as well as host roundtables on cyber-security.


The Research Scholar will play an important role in supporting and coordinating the DFSO’s DFS policy and now cyber-security research and outreach.


Besides having strong research, analytical and writing skills, the successful candidate should have an interest and expertise in cross-country research, particularly those of emerging and developing nations. We seek an individual with substantive knowledge and interest in aspects of cyber-resilience, cyber-security, cyber-risk, and general workings of telecommunications networks, payments and payment systems, as well as an understanding of the strategic and policy issues associated with digital transformation.


Successful candidates for the role will require the capacity to: support and contribute to original research; communicate research findings and policy implications to diverse audiences in academia as well as the public and private sectors; organize research-oriented activities and events, and coordinate with key stakeholders in the public and private sectors, as well as academia.


Place of Work
• Place of work will primarily be at the Columbia Institute for Tele-Information, at the Columbia Business School on the Columbia University campus in Manhattan, New York.
• Some remote working can be considered where necessary. Some short-term travel to selected developing nations in Africa, or LATAM, or Asia may be required.


Minimum Degree Required
MBA in computer science, or a graduate degree with a computer science background


Minimum Qualifications
• Knowledge and experience in cyber-security
• Strong English writing skills required. A second language is a plus.
• Computer, organizational, and communications skills.
• Self-motivated, flexible, and able to work effectively in a fast-paced environment.
• Demonstrated experience organizing outreach activities, such as conferences or meetings.
• Other helpful factors: A knowledge of some of the following: telecommunications networks, payment systems, mobile payment applications, blockchain, or ‘regtech’ systems.
